If you tap on the two boxes icon in the upper right, you can cancel the split view and merge the tabs. Next, drag the app icon and release it anywhere outside of the Dock. Tap and hold the icon for the second app. Slowly swipe up from the bottom of your screen so that the Dock is displayed.
A shortcut to this particular app does not have to be in your Dock. What you see is not two instances of the Safari app, but just a variation of two tabs. From your iPad Home screen, open the first app you wish to use in split-screen mode. Both are really easy to use, and it takes no time to learn.
